Meeting on safe and reliable operation of the facilities of Kazakhstan-China Pipeline LLP

On September 19, 2023, there was a meeting at the Partnership office on safe and reliable operation of the facilities of Kazakhstan-China Pipeline LLP with the participation of representatives from the management of KazTransOil JSC and SinoPipeline International.


The agenda included the results of the production activities of KCP LLP for 8 months of 2023, and also there was hearing of reports on the results of the Partnership’s work for the period from January to September 2023.


At the beginning of the meeting, a welcoming speech was given by the General Director of the Partnership Tian Aimin, where he introduced everyone to the invited participants of the meeting.


The reports of the Partnership's employees included basic data on production and financial-economic activities, including production indicators for oil transportation for the reporting period; work on operation and maintenance, inspection and diagnostics of main equipment of the oil pipeline, as well as the current state of contracts of the production unit; HSE report; implementation of organizational and technical measures to ensure the readiness of oil pipeline facilities for operation during the spring flood, ensuring reliability and preparing for the autumn-winter period; in-line diagnostics of oil pipelines, a comprehensive examination of oil pipelines in order to determine their corrosion state and the state of anti-corrosion protection, as well as full and partial inspection of tanks; SCADA modernization; construction of the Munaily substation, as well as repair work performed.


The Partnership has tasks to achieve current goals by the end of 2023, which includes implementing a plan for the operation and maintenance of oil pipelines to ensure operational safety; procurement of goods, works and services in accordance with the plan; implementation of organizational and technical measures to prepare oil pipeline facilities for operation in the autumn-winter period; completion of diagnostic work, data transfer to the SCADA system; completion of construction of the Munaily substation; SCADA modernization.


During the meeting, it was decided to accept reports on the results of the financial-economic activities of KCP LLP for 8 months of 2023, including production indicators and indicators in the field of HSE. The work carried out by the Partnership was considered satisfactory. Conducting similar reporting meetings on the work results of the JCO should become systematic, with more detailed information reflected in the reports.


The indicators on oil transportation volumes and cargo turnover for the reporting period were taken into account. The Partnership and KazTransOil JSC were tasked with organizing joint work in order to implement oil transportation plans.


The Partnership must ensure that all planned CAPEX work is completed by the end of the year and the beginning of the winter period. Based on the results of the in-line diagnostic reports, it was proposed to pay special attention to the formation of a plan for the repair of priority defects (PDR).


Decisions were made to ensure the achievement of planned indicators within the framework of the approved investment program and tariff estimates for 2020-2024; to consider the possibility of involving employees of subcontracting organizations in training programs along with the personnel of the Partnership and Operators; development of an HSE management program, whose mechanism should include work on awareness building and informing personnel about potential threats, identification of hidden risks on the linear part of main oil pipelines.


It is proposed to take into account new trends in the development of the global “green” economy, to give greater importance to the development of proposals and measures for the implementation of new clean/green technologies; organization of work aimed at reducing the carbon footprint in order to reduce emissions of greenhouse gases and harmful substances into the atmosphere.
