Report on the quality assessment of services provided for operation of Kenkiyak-Kumkol MP

REPORT


on the quality assessment of services provided for operation of Kenkiyak-Kumkol MP by the staff of LOD Kenkiyak of the Western Department of Operator Services and ERC Aralsk, LOD Kumkol of the Eastern Western Department of Operator Services of KazTransOil JSC in 2020, in the period February 15 to 19, 2021.


In accordance with the requirements of the methodology for checking and assessing the quality of the services provided for the operation (hereinafter - the Services) of the Kenkiyak-Kumkol main pipeline (hereinafter - MP) (Appendix No. 5 to the contract for operation of the Kenkiyak-Kumkol MP for 2020-2021 dated September 11, 2020 No. 16/303-2020//OS87/2020), and based on the order of Kazakhstan-China Pipeline LLP (hereinafter - the Partnership) “On the establishment of a commission for quality assessment of services provided for Atasu-Alashankou MP and Kenkiyak-Kumkol MP” (hereinafter – the Commission), dated February 11, 2021 No. 16/10, in the period from February 15 to February 19, 2021, the Partnership's Commission carried out a random check and assessment of the quality of the Services provided by the personnel of LOD Kenkiyak of the Western Department of Operator Services, ERC Aralsk, LOD Kumkol of the Eastern Department of Operator Services of “KazTransOil” JSC (hereinafter - the Operator) at the facilities of the Kenkiyak-Kumkol oil pipeline. During the work the Commission randomly checked:


- the current state of equipment and structures of COMS "Kenkiyak", PTS No. 1, BVS No. 2, 3, 5, 7, 16, 19, ERC "Aralsk", PTS No. 3, PTS No. 4, COMS "Kumkol", PTS No.5;


- the quality and completeness of the documentation maintained by the personnel of the emergency recovery teams (hereinafter - ERT) of the Operator, including the work completion acts for maintenance and repair of the MP equipment, work completion acts for organizational and technical measures to ensure the reliability of the MP, readiness for the autumn-winter and flood periods (hereinafter - OTM), logs of daily tasks, forms for the MP equipment, as part of the implementation of the approved production program for 2020-2021. 


Based on the above documents, the Commission randomly checked the work completion acts for maintenance and repair of the MP equipment, work completion acts for the OTM, the logs of daily tasks given to the teams, and forms for the MP equipment.


Additionally, the Commission inspected the current state of work on capital expenditures of the Partnership, including: construction of administrative and residential complexes, inventory warehouses of PA “Kenkiyak” and PA “Kumkol” and reconstruction of OQMS “Kenkiyak” and OQMS “Kumkol”.
